Kotone might not realize the significance, but there's a lightness to Chuuya's expression that speaks to relief, joy, contentment. With them here, he doesn't have to think about everything back home, the people he still doesn't know the status of, the graves that have gone so long without Chuuya popping by to say 'hi'. He can focus on the good things, the people here that have become a part of his life.
So when Kotone holds her arm out for a hug, Chuuya doesn't hesitate to wrap his arms around her-- and he's small, but he gives good hugs, enthusiastic but gentle. A soft laugh escapes him, delight bubbling up.] Well I'm certainly not going to turn down a hug from you, even if it's in proximity to Dazai.

(it's a little awkward, but he thinks it's cute that this is happening. he won't hug chuuya at all for his birthday, much less in front of kotone - his excuses were ranging from good to mid-range to excellent, but not once did he mention that he cares.
